Dr. Joe Cilia studied at the University of Malta, graduating with Doctor of Laws (LL.D). Following his graduation as a Doctor of laws, he was conferred with a warrant to practice as a Notary public and eventually set up his own private practice.
Dr. Cilia was born and raised in a worker’s environment. With his fatherworking in the British Forces, his family was stationed abroad for a number of years. He graduated from the University of Malta; first as a Notary Public and a year later as Doctor of Laws in 1987. In 1982, Joe Cilia was employed at Bank of Valletta, where eventually he served for seven years at the Bank’s Legal Office.
During his student days, Dr. Cilia contested the Maltese national elections and was elected in 1992, 1996 and 1998, remaining a Member of Parliament until the 2003 election, which Dr Cilia did not contest so as to be able to give some much needed attention to his family.
During these years Dr Cilia managed to acquire vast experience in the political field. Dr. Cilia began his political career as a member of the Socialist Youths, going on to become Santa Lucia’s local Labour Party President, President of the Candidate’s Section, a member of the Party Executive Committee, a member of the Public Accounts Committee in the House of Representatives, Vice President of the Party Administration, Treasurer and Assistant Whip of the Labour Parliamentary Group, Opposition Speaker for various sectors, amongst which the Self Employed, SME’s, Competition, Parliamentary Secretary for Youths, Culture and Sports and an invited member of the Cabinet. Dr Cilia has also participated in international fora such as those of the European Union and the Commonwealth.
Today, Dr. Cilia exercises his profession as a Notary Public within the legal firm Cilia & Associates, which he himself has founded. He is also a Commissioner for Oaths. In 2014 he was personally appointed by the Ministry for Home Affairs within the Government of Malta as an Individual Investors Program Concessionaire, handling the application and due diligence process of interested investors.
